All i can think of now is rename the cahce folder to cache_OLD and try set all the settings, quit eve, and relog in. Or fresh install. How are you quitting the game? try these after setting your settings to test : try ctrl+q, try escape > quit...

It sounds like your setting folder has become corrupt or non writeable. Rename your cache\settings folder to something like Settings_OLD and try re-run eve, setup some settings, quit the game and restart, see if that fixes the problem. __________...
